Job Description
Overall purpose of the position: Malta Government Investments Ltd is seeking an experienced and visionary Head Investments and Core Operations to lead and coordinate a high-performing team of Senior Managers across the areas of Strategic Analysis and Development, Subsidiaries, Investment Portfolio, and Support Services. The successful candidate will provide operational leadership, drive operational excellence, and ensure alignment with the organization’s business strategy including short to medium and medium to long-term targets. This is a Headship position, and the incumbent is expected to be flexible according to work exigencies and work in a dynamic environment to deliver value and drive growth. Job duties: • Provide direction and oversight to the functions under his responsibility. • Lead the implementation of the Company’s services including initiatives in liaison with the directions provided by the CEO. • Lead the development and implementation of strategic plans and initiatives across units. • Plan and execute initiatives to ensure revenue growth and operational cost efficiency. • Ensure coordination and synergy among different departments and functional areas. • Monitor performance, set KPIs, and ensure accountability across all reporting units. • Advise executive leadership on risks, opportunities, and performance outcomes. • Promote a culture of innovation, efficiency, and continuous improvement. • Ensure compliance with internal policies, regulatory frameworks, and best practices. • Ensure engagement with all stakeholders to ensure optimum achievement of the organisation's objectives. • Liaise directly with the CEO and fellow top management to ensure that the company’s strategy and business scope and objectives are streamlined across the organization. • Draft/update company policies and procedures in line with the directives, circulars and policies issued from time to time by the Central Administration or as a result of changes in legislation. • Monitor issues including but not limited to SOPs, COPs, Standard Corporate Communications, Sustainability and others. • Implement appropriate measures to ensure business targets, revenue and profits are achieved and maximized. • Maintain and enhance relationships with clients and all stakeholders. • Keep a clear focus on top level financial indicators to ensure targets are achieved whilst also prompting corrective actions when necessary. • Working closely with the Senior Managers under their unit and overseeing the economic performance of the Company’s subsidiaries and investments portfolio. • Participating in events to promote the services offered by the company. • Assist the CEO in operational targets and liaise with other Heads especially the Head to MGI’s Corporate Services. • Conducting risk assessments and design and implement mitigation strategies. • Implement all necessary business continuity initiatives. • Focus on important ad hoc projects as and when required. • Represent the company locally and abroad. • Any other duties as directed by the Chief Executive Officer. Competencies: • Master’s degree at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent) in Management Studies, or Business Administration or Financial / Accountancy areas. • Minimum six (6) years’ experience in a similar senior management position within the operational and corporate areas of a company or public entity or in areas of public finance. • Familiarity with investment management. • Project management and change management experience. • Strong analytical, risk assessment and problem-solving skills. • Excellent organizational skills with great attention to detail and the ability to multitask. • Proven leadership capabilities and a proven track record in successfully managing teams and collaborate across departments. • Strong ability to balance technical knowledge with wider corporate considerations and work collaboratively to formulate a pragmatic, risk-based solution. • Proven experience leading diverse teams and managing cross-functional units. • Strong strategic thinking, analytical, and decision-making skills. • Excellent communication, stakeholder engagement, and leadership abilities. • Knowledge of national and EU regulatory and financial frameworks.
