Job Description

​ The Role ​ The Head of Strategy, Policy & Quality Assurance is responsible for leading and overseeing the four core pillars of the Section: Strategy, Programme Management, ML/FT & Enterprise Risk Management, and Quality Assurance. The role provides strategic direction, assurance and oversight to ensure that the FIAU operates effectively, consistently and in line with national and international AML/CFT standards, sound governance principles and organisational objectives. Duties and Responsibilities ​ Strategy ​ Lead the development, review and implementation of the FIAU's strategy and strategic priorities. Ensure the effective implementation and ongoing monitoring of the Unit's strategic initiatives. Support and contribute to initiatives arising from national obligations as well as from the EU, FATF, MONEYVAL, Egmont Group and other international bodies. ​ Programme Management ​ Provide governance, direction and coordination of cross-sectional programmes and strategic projects. Translate strategic objectives into structured programmes with clear scope, timelines, milestones, responsibilities and performance indicators. Monitor programme delivery, dependencies and risks, ensuring alignment with strategic objectives and available resources. Provide direction and support to programme owners to support effective delivery and issue resolution. Report on programme progress, outcomes and emerging risks to senior management. ​ ML/FT & Enterprise Risk Management ​ Lead the development and maintenance of the FIAU's ML/FT risk and enterprise risk management framework. Liaise with the National Coordinating Committee on Combating Money Laundering and Funding of Terrorism (NCC) and other stakeholders for the conduct of National Risk Assessments and other risk assessments. Ensure risks are appropriately mitigated, documented and escalated in line with governance arrangements. Support the integration of risk considerations into strategic planning, programme management and policy development. Promote a consistent and proactive risk-aware culture across the FIAU. ​ Quality Assurance ​ Direct and coordinate the carrying out of Quality Assurance (QA) reviews across the FIAU to assess effectiveness, consistency and compliance. Monitor and follow up on management's implementation of agreed recommendations and corrective actions. Review and monitor internal policies, procedures and guidelines in relation to internal control standards and best practices. ​ Leadership and People Management ​ Manage and provide leadership to the Strategy, Policy & Quality Assurance Section. Develop and maintain the Section's annual work plan with clear priorities, deliverables and performance indicators. Monitor the performance of the Section and its team members. Provide guidance, mentoring and performance feedback to staff. Identify training and development needs and ensure continuous professional development of the team. Foster collaboration with other FIAU Sections to support shared objectives and effective delivery. ​ Stakeholder Engagement and Representation ​ Represent the FIAU in national and international fora, working groups, conferences and seminars. Prepare and deliver training presentations and participate in outreach and capacity-building activities organised by the FIAU and external bodies, including public and private sector entities. Participate in internal committees and cross-functional initiatives of the FIAU. Communicate clearly and regularly with senior management on strategic developments, programme delivery, risks and assurance outcomes. Carry out any other duties related to the Section as assigned by the Director or Deputy Directors. ​ Requirements ​ A recognised University degree at MQF Level 6 or higher. A minimum of eight (8) years' relevant professional experience, including at least five (5) years in a managerial or senior leadership role. Good knowledge of the Maltese AML/CFT legislation, related EU instruments and international standards. Demonstrated track record of technical expertise and effective senior-level management within a relevant regulated or compliance environment. Strong strategic and analytical thinking skills. Ability to oversee complex, cross-functional initiatives. Proven leadership and people-management capability. Excellent written and verbal communication skills. High standards of integrity, professionalism and organisational ability.
