Malta Pre-Departure Course Guide for Work Permit Applicants 2026/2027

Moving to Malta for work as a non-EU/EEA national now includes new requirements under Malta’s updated labour migration framework. Identità Malta requires the official Pre-Departure Course (PDC) for first-time Third-Country National (TCN) applicants, where applicable, before proceeding with the relevant Single Permit process. Certain exemptions apply. From 1 March 2026, Identità Malta began verifying the PDC certificate for new and still-abroad applicants where required.

This guide explains the official steps, costs, assessments and requirements for the Malta Pre-Departure Course.

What is the Pre-Departure Course & Skills Pass?

The mandatory training framework is designed to ensure incoming workers understand basic aspects of living and working in Malta, workplace rights and obligations, and English language requirements.

The process is split into two parts:

  1. Part 1 (Pre-Departure Course): Online modules covering living and working in Malta and rights and obligations at the workplace, followed by assessments.
  2. Part 2 (Sector-Specific Requirements): Additional requirements may apply to certain sectors, such as Tourism and Hospitality, where a Skills Pass is required.

The Part 1 process also includes a 20-minute live interview to verify English language proficiency and understanding of the course content.

Part 2 applies only to certain occupations that require additional sector-specific training, such as Tourism and Hospitality. Depending on the role, Candidates may need to complete the relevant Skills Pass depending on their sector and job role.

If you want to improve your English before moving to Malta, Ascencia Malta English language School offers English programmes including General English, Business English, IELTS, FCE, CAE and English for Specific Purposes.
