Job Description

1.0 IntroductionThe Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Chief Corporate Officer (Grade II) with the Agency.The Chief Corporate Officer will assist the Chief Executive Officer in the coordination and management of the operational and supportive functions of the agency. As a centralised unit the Chief Corporate Officer will support the CEO and the core units Energy, Water and Stakeholder Support Units.The Chief Corporate Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.2.0 Duration of assignment and ConditionsThe position of Chief Corporate Officer is on a 3-year definite contract basis and subject to a probationary period of 12 months.3.0 DutiesThe duties of the Chief Corporate Officer may include inter alia:- Responsible for the Corporate Unit of the Agency, not limited to the monitoring and coordination of tasks that fall under specific areas within the same unit, such as finance, administration, procurement, human resources, communications and I.T;- Works closely with the other respective head of units of the Agency to ensure communication and alignment across multiple decision levels and be responsible for increasing the value of information and analysis provided to the CEO;- Provides expertise and support to the Energy and Water Agency in terms of financial, administrative and operational management, corporate functions and human resources;- Reviews the drafting of the Agency’s 3-year Financial Business Plan, and coordinates with the CEO and other head of units the implementation and monitoring of such;- Coordinates the development and monitoring of yearly Business Plans in tandem with CEO objectives;- Supports the CEO in the coordination of financial plans for the implementation of programs and initiatives in support of national policies in the energy and water sections;- Oversees the financial management of the Agency’s EU funded projects in alignment with the projects unit and supports where necessary;- Oversees the process, development and preparation of Budget planning and Forecasts in alignment with Agency’s business plan;- Leads and assesses Agency performance against the annual Budget and Forecasts;- Oversees quarterly and annual financial and operational reporting, and follow-up with other units, while sees to improve and develop efficiency that limits risk in financial reporting;- In liaison with the CEO, coordinates the drafting and implementation of 3-year HR Plan, and other monitoring;- Oversees and supports the human resources function in liaison with the CEO and head of units, in terms of policies and procedures aligned to the public services management code and employment law;- Identifies and coordinates the need of internal and external training required within the Agency, in liaison with CEO and head of units;- Oversees the administrative and ICT of the Agency; being aligned in terms of related requirements, deliverables and controls;- Oversees the process and procedures of the procurement function of the Agency; ensuring it is in line to the public sector regulations and audit standards;- Accountable for continuous development of the corporate unit structure with the objective to improve efficiency and mitigate risk;- Delegate tasks to direct subordinates in line with skill, knowledge, and ability and where necessary identify skill gaps and training requirements- Provides leadership and motivation to persons assigned under his/her responsibility;- Responsible for establishing and maintaining corporate policies, procedures and segregation of duties;- Ensures maintenance of appropriate internal controls, financial procedures and adequate approvals;- Develop tools and systems to provide critical financial and statistical information to the CEO and make actionable recommendations on operational and strategic matters;- Prepares and presents reports and other documentation to the Chief Executive Officer as requested;- Participate in key decisions pertaining to strategic initiatives, operating model and operational execution;- Assists the CEO in coordinating, managing and monitoring the implementation of budget and manifesto measures falling under the remit of the Agency;- Liaises and coordinates with Government Ministries, Entities and other stakeholders including non-Government stakeholders;- Keeps abreast with the latest legislation, regulations and/ or directives directly or indirectly related to the financial, corporate and operational management areas;- Keeps abreast with the latest developments within the Energy and Water Agency.4.0 Eligibility requirementsBy the closing time and date of this call for applications, applicants must satisfy the following criteria:Qualification:i. A recognised Masters' qualification at MQF Level 7 in the field of Business Administration,Financial Management, Corporate Finance, or a comparable professional qualification plus seven (7) years relevant work experience.ii. Be fluent in the use of English and Maltese languages (an MQF Level 3 certificate in both subjects is required).Specific Experience:Due consideration will be given to applicants who:i. Have experience in financial management and corporate affairs;ii. Have experience in managing a team, running an office and/or coordinating administrative tasks and procedures;iii. Is well versed with EU and local affairs;Furthermore, the applicant would be expected to:- be a person who can work on his/her own initiative;- be able to work within and lead a team;- be flexible in work patterns and also working hours;- have excellent communication skills;- possesses good self-management skills;- be organised and meticulous in his/her work.- Proactive and self-motivated approach to workQualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.Additional eligibility requirements (upon application stage):Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage. Applications submitted without the required MQRIC certificate (where applicable) will not be considered for shortlisting.Additionally, applicant must be:a) citizens of Malta; orb) citizens of other Member States of the European Union who are entitled to equaltreatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; orc) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EUlegislation and treaty provisions dealing with the free movement of workers; ord) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); ore) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations,2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; orf) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreementon the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Original certificates and/or testimonials are to be invariably produced for verification at the interview.6.0 Selection procedureEligible applicants will be assessed by management to determine their suitability for the position.7.0 SalaryThe salary for the post of Chief Corporate Officer in Grade II of the Energy and Water Agency’s salary structure in year 2026 is €45,904 per annum. In addition, the Chief Corporate Officer is entitled to €16,423 in allowances as well as an annual Performance Allowance and annual Disturbance Allowance of up to a maximum of 15% of the basic salary.
